Enable "Support Visitor Mode" in 'Gateway properties > VPN Clients > Remote Access' and you should be able to connect to the site. Note: if the gateway is VSX, make sure that Machine's Interface -> All Interfaces is selected under "Support Visitor Mode". Selecting just an IP of one interface will continue causing "site not responding" errors.
